I think we all understand that Kerry has final responsibility and authority for decisions where there is not consensus.
As small as StS is now, it can operate as a coop, regardless of the legal form. Coop Weekly General Meeting can handle all the information sharing, discussions, and decision making.

The FedWiki, using Sofi as an organizing framework can hold all the StS information, evan as it all evolves.
We could each, to our own advantage, study Jon Walker's book 
to understand coops and the Viable System Model (VSM).
The VSM is fundamentally the same as Sofi, though I am sure there are those who will not agree.
